	- removed [MYCPAN] argument to "index", because there is
	  a --site option now.
	- CPANSITE_CPAN renamed to CPANSITE_GLOBAL

	Fixes:
	- require Log::Report 0.25, not the non-existent 0.27

	Improvements:
	- indexer synchronizes with core CPAN after 1 hour (was 1 day)
	  because CPAN is faster than previously.
	- CPANSITE_CPAN environment variable as alternative to --site
	- Replace IO::Compress::* by IO::Zlib, which is already required
	  by Archive::Tar.
	- explain changes in explain_101.txt
	- --cpan option alternative added: -c
