    Resolve [rt.cpan.org #69175] "Test-POE-Server-TCP-1.14 stuck in test
    on Strawberry Perl 5.12.3"

    Made the explicit socket shutdown for 'cygwin' applicable to MSWin32
    as well. I was able to reproduce the issue with:
