=head2 Privilege levels in the database
=head3 Type
The privilege levels themselves are defined in the C<privilege> enumerated
type:
CREATE TYPE privilege AS ENUM ('passerby', 'inactive', 'active',

Employees are associated with privilege levels using a C<privhistory>
table:
